Overview

Measuring Reading Readiness of Georgia’s K-12 Students

Section 20-2-153.1 of the Georgia Early Literacy Act established the implementation of uniform grade-appropriate metrics for measuring literacy. In compliance with the law, in November 2023 the State Board of Education (SBOE) adopted a State Literacy Metric.

According to the SBOE-adopted State Literacy Metric, during the 2024-2025 school year, 65% of Georgia’s 3rd grade students are reading at or above grade level. 

The SBOE-adopted State Literacy Metric required by law utilizes reading readiness data found in the Georgia Milestones English Language Arts (ELA) assessments. The Georgia Milestones ELA assessments provide a composite score that includes more than just the reading readiness metric. It includes both a reading status measure, based on student performance on the Reading & Vocabulary subset of items and the associated Lexile measure, and an overall ELA proficiency measure based on both Reading & Vocabulary and Writing & Language content.

The results provided here are based on assessment data files, which include all test takers with minimal exclusions. It is expected that these results will vary from reports of achievement that use different rules (e.g., CCRPI; Report Card).
